So we start off in the Juice Bar, where Jason and Trini are sparring and Kimberly is practicing gymnastics, all while decorations for a dance are being put up around them. Guys, I know you're supposed to be superheroes and all, but don't you think you could show a little consideration and prepare somewhere else? Just a thought. Billy and Zack come in with a red banner to help out, which is the perfect cue for Bulk to come zipping in via skateboard. He, of course, crashes into the banner and gets kicked by Trini accidentally (and by kicked, I mean "lightly-pushed-with-a-foot"), sending him past Kimberly. He gets the banner off and proclaims that he can go wherever he wants. He then turns and crashes into a cake that Ernie was carrying. Kind of a lame comedy bit from these two, but it gets a good line from Skull.
Skull: Are you SURE that's where you wanted to go?
We cut to the moon where Rita decides to just phone it in and send another monster. Because that worked so well the fourteen other times she's done that. She gets annoyed with Finster and tells him to summon Madame Woe. Baboo proclaims that Woe is almost as bad as Rita. Depending on your usage of the term "bad", that's not much of an accomplishment.
We head back to the Bar where Ernie tells Bulk and Skull that they can't come back to the Bar until they pay for the cake they just ruined. Even though it was only Bulk, but that's a moot point, I suppose. Zack offers to teach Billy to dance so that he can impress some girls for the dance. Even though we've already seen that Billy can make Zack look like a joke on the dance floor with the proper motivation. Wait, continuity? Here? BAH! Billy turns him down, saying he doesn't want to dance just to impress girls. Jason then asks him if he has a date for the dance, but Billy says no. Kimberly says that there has to be someone he could ask. Yeah, like, maybe, you, Kim?
Seriously, why doesn't Billy ask out either of the girls he hangs around with AND FIGHTS MONSTERS ALONGSIDE? We've seen plenty of interactions between Billy and Kimberly to show that there could be something, and Trini seems to be the only one who can understand what Billy's saying most of the time, so why doesn't he ask out either one of them?!
Anyway, rant aside, Billy says that he's experimenting with some weather analytical thing and needs to go back to work on that. He leaves the group, only to literally bump into a girl, who drops her necklace. The two stare at each other, and we get corny saxophone music playing, so you just KNOW there's some attraction there. The two both spout off technobabble, and bonk heads while trying to get the girl's necklace. Ah, clumsy nerd love. Nothing sweeter.
We cut to the moon very, VERY briefly where Rita vows to finish the Rangers once and for all. And the point to this was....?
We go back to the bar where we learn that both Billy and this girl are graduates of the Accelerated Baby Genius Program. No joke, there was a program to decide with babies were the smartest of them all, or something. I guess just to prove that this girl is someone on Billy's level of intelligence. The others call Billy over and tell him to ask her to the dance, but he wimps out. The girl eventually asks him to the dance, and he accepts. He then asks her to meet up with him beforehand at the park so they can get to know each other, and she accepts. She then drops more technobabble on him, and the look on Billy's face reads: "That is the hottest thing anyone's ever said to me." Again, nerd love at its finest.
We cut to some beach where Madame Woe is performing a ritual. Because she's a witch, and they do those things. Rita contacts her and Woe teleports to Rita. Rita tells her to use the gem on her forehead to trap Billy in an alternate dimension, which will bring the other Rangers to her to do the same. Wait, didn't she already try this plan as early as the second episode?
We head to the park where the girl is waiting patiently for Billy. She then sees Madame Woe appear, and Woe mistakes her for a Power Ranger. The girl displays her incredible acting skills (sarcasm off the charts here!), drops her necklace, and Woe traps her in the dimension. Rita gets pissed because Woe captured the wrong person.
We head back to the park as Billy arrives to see no one there, but sees the girl's necklace (by the by, her name is Marge). Putties attack and Billy calls for help from Jason and the others. They quickly arrive and help Billy with the Putties. After fighting them off, Billy fills them in on Marge's disappearance. Zordon then contacts them and they teleport to the Command Center.
Zordon fills them in on what happened, and we get more info on Madame Woe, who can apparently control the weather. Zordon explains that by transferring their power to just one of them, they might have a chance. How much you want to bet this plan is never used again? The group morphs and heads for Madame Woe.
Woe quickly traps them in her dimension, where they meet up with Marge. Madame Woe appears and starts slapping them around. She then takes them down with the deadly attack of....spraying water on them. Oooooookay. Billy says that they can't beat her in her dimension, and reminds them of the plan. The Rangers transfer their power to Billy, allowing him to escape. He just gets creamed by Woe here. She slaps him around while teleporting, summons gusts of wind to throw him around, and electrocutes him with her hair. But Billy manages to get close enough to grab her jewel and crush it with his bare hand. Or gloved hand, rather, but you get the idea. The others are soon released and join the fight. They soon combine their weapons and fry Woe. So, again, no MegaZord. What a gyp. Rita gets another headache and complains that she never gets to win. Well, duh, you're the bad guy on a kid's show. That's to be expected.
We head back to the Bar where we see Zack showing off his dance moves to a crowd that includes a poorly disguised Bulk and Skull. Marge tells Billy about her incident with the Power Rangers, particularly her fondness of the Blue Ranger, which obviously makes Billy happy. He then returns her necklace to her, which earns him a kiss on the cheek. And on an early 90's kid's show, that means they're steady. Bulk and Skull get caught by Ernie and are on the verge of being thrown out. Bulk caves in and decides to pay for the cake, but has to make a withdrawal from "the bank". Skull quickly covers his mouth and nose as we discover that the "bank" is Bulk's shoe, which results in this scene.
Bulk: Here, this should take care of the cake.
Ernie: *smells the money that was around Bulk's foot, smell causes him to fall into new cake*
Skull: Yep, that took care of the cake alright.
Cheesy, but in a good way.
Ernie recovers and decides to dance like an idiot with everyone else as this episode comes to a close.

This one was just.....there. That's all I can really say about it. There wasn't anything blatantly good or bad about this episode. Sure, Marge's acting was bad, but not as bad as previous one-time actors. The plot was recycled from a previous episode, but that was a good episode, so I can't really complain. All in all, this episode was the definition of filler. We won't be seeing Marge again, and the character development for Billy wasn't really there. This episode served mainly to just kill time until an actual storyline for this series could be written. But that could never happen, right?

Oddly enough, Madame Woe was one of the more interesting-looking monsters of the series.
